Most of northeast Florida has experienced fluctuating power outages all night long with Duval County hardest hit with around 60,000 without power 4:30 a.m. Also the Jacksonville area bridges have been periodically shut down and reopened as condition warranted. That is expected to continue this morning.
Wind gusts, standing water, and heavy rains are expected to continue this morning and the weather is not supposed to begin clearing until much later.
Baker County
- Baker County is under a Flood Warning. Officials are discussing whether to issue evacuation order for low-lying homes on St. Marys River.
- Schools will be closed Friday. Parents are advised to call their children's school on Sunday afternoon to get an updated automated report on Monday classes.
- All County offices, the courthouse, and the Health Department will be closed Friday.

MACCLENNY, FL - Baker County remains under a flood watch and wind advisory through Friday afternoon. Winds should peak Friday morning.

County and City of Macclenny firefighters have been busy through the night responding to reports of downed trees and power lines. Power outages have been sporadic. The main concern locally remain flooding in low lying areas. Emergency managers are watching the St. Marys River, which could flood in the next few days if the rain continues.
There are no mandatory evacuations, however those residing in low-lying or flood-prone areas are encouraged to seek shelter. The First Baptist Church of Glen St. Mary has opened their facilities for an emergency shelter at 8 p.m. if needed. Fraser Hospital will be opening a special needs shelter and will also be open for medical needs. On Thursday, there were five people in the two shelters opened by the county.
School will remain closed on Friday and parents are advised to call their children's school on Sunday afternoon to get an updated report on Monday classes.

Bradford County
Bradford County schools are closed.
The Bradford County Court system will be closed Friday. All Bradford County government offices and scheduled meetings will also be closed Friday.
Anyone living in a mobile home or in lowlying areas is under an advisory. Please continue to closely monitor local weather stations and radio for updates. Sandbags are available across from Starke City Hall on Thompson Street or by calling 966-6336.
Bradford County Emergency Management and the Bradford County School Board has opened two shelters. Special Needs: SouthSide Elementary if you are not registered, please call 904-966-6336 General Population: Starke Elementary Please call 904-966-6336 with any questions concerning shelter operations.
Clay County

Shelters: Clay County Emergency Management opened four general emergency shelters and one special needs shelter. Shelter locations are as follows:

Orange Park High School at 2300 Kingsley Avenue in Orange Park
Clay High School at 2025 State Road 16 West in Green Cove Springs
Keystone Heights High School at 900 State Road 16 West in Green Cove Springs
(Special Needs Only) Thrasher-Horne St. Johns River Community College at College Drive in Middleburg
Clay County Schools and School Board facilities will be CLOSED on Thursday, August 21 and on Friday, August 22.

Columbia County

Flood warning in effect Friday.
Weather: Winds 20 to 35 mph, with 2 to 5 additional inches of rain expected Friday and 8 or more inches possible in isolated areas. Possible power outages.
Columbia County Schools will be closed on Friday. Laker city Community College classes have been cancelled until Monday.
Residents are urged to be aware of the potential for isolated flooding and to avoid driving through flooded roads.
Duval County
Road Closures
Schools and government offices will remain closed Friday.
Nassau County
- The county's emergency phone line is open at 548-4980 or 1-800-958-3494.
All Nassau County schools will be closed on Friday.
An emergency shelter has opened at Yulee High School. While no evacuation orders have been issued, resident in low-lying or flood-prone areas are encouraged to seek shelter as needed.
The county remains under a Tropical Storm Warning and Flood Warning.
7,700 FPL customers in Nassau are without power as of 9:45 a.m.
Salvation Army canteen will be available at noon for Nassau residents without power. Location will be the James S. Page Government Center in Yulee
There have reports of some damage from downed trees throughout the county. A tree fell on a house on Clinch Drive and another crashed into a house on Atlantic Avenue.
Union County
All Union County Schools will remain closed Friday.
